The main objectives of the Model Agriculture Produce and Livestock Marketing (Promotion and Facilitation) Act, 2017 are to:
- Promote and Facilitate the marketing of agricultural produce and livestock: The act provides a framework that allows farmers to sell their produce and livestock directly to consumers or intermediaries, such as processors, exporters, and wholesalers, without the need for a license or permit, thus reducing the intermediaries role and promoting the ease of doing business.
- Promote competition in marketing: The act allows multiple channels of marketing such as direct marketing, e-trading, and contract farming, which improves the competition in the market.
- Improve bargaining power of farmers: The act allows farmers to form producer organizations, such as cooperatives, to negotiate better prices for their produce and livestock, which improves the bargaining power of farmers.
- Protect the rights and interests of farmers: The act provides for dispute resolution mechanisms, such as an agricultural marketing disputes settlement board, to resolve disputes between farmers and buyers, thus protecting the rights and interests of farmers.
- Enhance transparency and efficiency: The act mandates the creation of an electronic national agriculture market (e-NAM) platform for the online trading of agricultural produce and livestock, thus promoting transparency and efficiency in the agricultural marketing system
- Promote the use of modern technology and infrastructure: The act provides for the creation of agri-logistics and agri-infrastructure funds for investment in agricultural marketing infrastructure, this promotes the use of modern technology and infrastructure for the marketing of agricultural produce and livestock.
- Simplify the regulation: The act provides a single point of regulation for the marketing of agricultural produce and livestock by repealing the existing state agricultural produce marketing legislation, which makes it easier to regulate the agricultural marketing sector.
